What is the best way to make an apology when the person is not your Master? But the apology is still very important. I am worried about not saying enough or as I often do, say to much. Or not using the right words.

You are right, regardless of whom the Dominant is, if you owe an apology, it is very important on how you do so. One thing you can do is respectfully ask how they would wish for you to express your sincere apology, or, what I do is the old fashioned manner of respect.  “Sir/Madame, I wish to offer my sincere apology. “  The purpose is your sincerity, not the words.  I hope this helps.
